the stone looks like a diamond or CZ, his round of cut, and about 7 mm (.25 ") diameter.
Fluorescence is not a particularly great way to identify most gems. The gems are different fluorescent colors, or nothing, depending on which are the impurities in them. It could be a diamond, but I had to do a different test the same to be sure.
